NOTICE: Proposed Amendment to Article IX of Local 88 Constitution

This is written notice that a proposed amendment to Article IX of the Local 88 Constitution shall be discussed and voted on at the August 15 General Membership meeting.  The current language and proposed new language is below.  The full existing Constitution can be viewed at this location:

ARTICLE IX
AMENDMENTS
This constitution may be amended, revised or otherwise changed by a majority vote of the members voting on such proposed change and such change shall take effect only upon written approval of the International President.  Proposed amendments to this constitution must be read at a regular or special meeting of the local union and read and voted on at a subsequent meeting of the local union, adequate and proper notice having been given to the membership prior to the date on which the vote is taken.  A written copy of the proposed amendment shall be furnished to every eligible voter at the meeting at which the vote is taken.

AMENDMENTS
This constitution may be amended, revised or otherwise changed by a majority vote of the members voting on such proposed change and such change shall take effect only upon written approval of the AFSCME International President.  Proposed amendments or changes shall follow this process:

STEP 1: An Amendment is proposed at a regular General Membership meeting by a member via a regular Motion.  The members present then vote on the Motion.  The proposed amendment shall be sent to Constitution Committee, unless there is a ⅔ “NO” vote, which shall table the Motion indefinitely.

STEP 2: The Constitution Committee is convened to review the proposed amendment, and prepare draft language.

STEP 3: When the proposed amendment language has been prepared by the Constitution Committee, at least fifteen (15) days advance notice shall be given to the membership prior to the regular General Membership meeting where the proposed amendment language will be discussed.   The notice shall also include proposed amendment language.

STEP 4: At the General Membership meeting, the Constitution Committee will present the proposed amendment language.  There shall be a time certain discussion during which Robert’s Rules shall be suspended to allow discussion to proceed.  After discussion, the membership shall take action through majority vote to do one of the following with proposed amendment language:

  1. Table indefinitely.
  2. Send back to Constitution Committee for further revisions (then start with STEP 2 above).
  3. Approve for voting.

STEP 5: If approved for voting in STEP 4, AFSCME International is contacted to review proposed amendment language.  Based on the review, take action:

  1. If amendment language is not approved, return to the Constitution Committee for further revisions.
  2. If amendment language is approved, set a date for a ballot box vote.  At least fifteen (15) days advance notice shall be given to the membership prior to the ballot box vote.  Proposed amendment language shall be provided at time of notice.

STEP 6: The Elections Committee conducts the ballot box vote.  A copy of the proposed amendment language shall be furnished to every eligible voter at the time of voting.

STEP 7: Announce results of the ballot box vote to the membership, and send revised Constitution to the AFSCME International President for written approval.
