Reason for Running:
I am proud to be running for a second term as President and the first Black woman to lead Local 88. With 30 years at the County, I’ve walked in the same shoes as many of you—navigating hard workloads, speaking up when things weren’t right, and fighting for fairness on the job. I learned these values from my mom, a courageous Black, single parent who led a state employees’ union in the 1970s. From her, I inherited a deep belief in social justice, equity and worker solidarity.
I’m running again because while we’ve accomplished a lot—winning stronger agreements, fighting layoffs, pushing for accountability in management, and building up a stronger steward network— the work isn’t done. We are still up against management that talks about equity but fails to practice it. We see and feel the impacts of short staffing, burnout, and a lack of accountability every day.
Looking ahead, we face big challenges: budget cuts, layoffs, and the need to build real systems of accountability like management 360 reviews and fairer staff-to-manager ratios. Attacks from the federal government on workers, immigrants, people of color, women and the LGBTQIA2S+ community that threaten us, our siblings and our livelihoods. And we need to strengthen our own union’s foundation and accountability with clearer policies, a stronger constitution, and a transparent complaint process.
Together, we can make sure members’ voices are heard, that we’re respected as the experts in our jobs, and that equity is at the center of every decision. With continued member engagement, transparency and leaning into our solidarity, I believe we can build a stronger Local 88 and a better County for all workers .
MEGAN GALLAGHER
My name is Megan Gallagher, and I’m running for President of AFSCME Local 88 because our union needs to get back to its roots – member-led, transparent, and unafraid to fight.
I currently serve on our Executive Board, am Lead Steward for MCSO, and Chair of the Strike Fund Committee. For the past nine years as a steward, I’ve stood shoulder to shoulder with coworkers – defending members, challenging management, and making sure our voices are heard. I served on the 2017 bargaining team and again on our current team, pushing for real improvements in pay, safety, and respect for all County workers.
I currently work as a Corrections Counselor at the Justice Center and have spent nearly a decade with Multnomah County, including time at DCJ. Before that, I worked over five years at Central City Concern, serving some of our community’s most vulnerable people. Across these roles, I’ve seen firsthand how critical our work is and how management too often takes us for granted.
I’ve represented Local 88 at the Oregon AFSCME and AFSCME International Conventions and helped facilitate the AFSCME Caucus at Labor Notes. I’ve been in the labor movement for nearly 20 years—including with a rank-and-file union organization in Detroit, supporting workers nationwide through research, education, communications, and contract analysis.
I’m running because we can’t keep waiting for change-we have to build it ourselves. Our union should be in every workplace, every day, organizing, educating, and fighting back. No more backroom deals, no more silence. It’s time to rebuild AFSCME Local 88 from the ground up — strong, united, and ready to win.

Reason for Running:
I am proud to be running for Vice President of AFSCME Local 88. At an early age I witnessed the power of people rising up together to speak truth to power and to advocate for workers’ rights. I come from a politically and socially active family; my parents both met during the March on Washington in Washington D.C. My father was a public health doctor who worked with Cesar Chavez in California to build health clinics for migrant farm workers and their families. My mom served two terms as Mayor of our small town; public service is in my blood.
Everyone has the right to psychologically and physically safe workplaces. I believe this to be a basic human right and necessary for all of us to thrive as workers. My commitment to this cause is deeply personal. As a limited-duration employee, I experienced bullying by my former manager. That experience was a wake-up call, showing me that safe, harassment-free workplaces are not guaranteed—they must be fought for and change must be member focused and member driven. I became a union steward in 2018 to fight for safe workplaces for all employees.
In 2023, I was elected as one of the Co Lead stewards for the Health Department. I sought this position in order to raise awareness regarding the widespread trauma employees have been chronically exposed to while working for Multnomah County. Our union family deserves better than unfulfilled promises from leadership. Current practices lack employee-led input, equity, and trauma-informed principles. We, as workers, know what we need. Let us unite to create sustainable change and build work environments that are safe, healthy, and equitable for all employees.

I’m Daniel Milimuka, and I’m running for Union Treasurer on a platform of Clarity, Accountability, and Care.
My commitment to our union goes deeper than finances. As a trusted Union Steward, members seek me out because I show up, listen closely, and consistently advocate for fairness and dignity in the workplace. I understand what our members need, and I view financial leadership as a crucial form of service to protect our shared future.
I bring proven, hands-on financial skills directly applicable to this role:
- Meticulous Data Management: In my professional administrative career, I’ve developed and implemented advanced spreadsheet systems for budget tracking and data entry, streamlining the accurate processing of complex financial documents and reports.
- Prudent Resource Management: I manage diverse personal investments, demonstrating the prudent decision-making, research, and long-term strategy required to ensure our union’s funds are used wisely and achieve steady growth.
I am committed to transparent financial reporting and leading with service, not ego. I proudly stand with the Members First slate to pivot our union toward prioritizing current and future members’ needs and financial goals. I offer the care, organization, and accountability necessary to manage our union’s finances effectively for all members.
2025 Nominees for Secretary
Imogen Fox
My name is Imogen Fox, I use they/them pronouns, and I am running for the Cabinet position of Secretary. I have been working as a Case Manager 2 within the Aging, Disability, and Veterans Services Division (ADVSD) of the Department of County Human Services going on four years, and I’ve been a proud member of our Union since my first day with the County. I have continuously sought opportunities to better understand how our Union works as a Local, as a smaller part of Council 75, and within our International Union. With greater understanding comes a desire for improvement. As a delegate to the AFSCME International Convention in 2024 I was able to see first-hand how the needs and priorities of our Locals can drive the actions of our larger Union. And I learned that having the highest membership numbers is not enough. Our members also need to be well-informed and engaged so that when it’s time to show up and fight for what we need, folks are actually activated to do so. If elected as Secretary of our Local, I will prioritize the accessibility and engagement of our Union by ensuring that information shared with members is transparent, accurate, and easy-to-understand. I will endeavor to make participation in our Local as low-barrier as possible so that we can raise up the greatest number of our voices, and actively work to bring in voices of our Union that may be disengaged, disenfranchised, or disempowered.
