Our Union presented four articles and four addendums to the County on Thursday, October 23rd; we did not receive any proposals from the County. Sign-up to observe our next bargaining session on October 30th via this link.
Union Proposals
Article 2: Definitions
- We accepted the County’s proposal to increase the maximum duration of Limited Duration Appointments from two (2) years to three (3) years; however, we included in our Addendum K proposal that LDAs must first be made available to current employees before they can be posted externally.
Article 5: Union Security, Representation, and Business
- We accepted the County’s cap of twelve (12) members for our Union’s bargaining team, but excluded their specific mention of our President and or any Union staff in that number. We proposed increasing the maximum amount of Union Business Time members can use in a fiscal year from 160 hours to 200 hours and more time as needed for cabinet officers.
- We accepted the County’s proposal for the union President to be on full release but rejected the County’s proposal to only cover 50% of our President’s release time as the current MOA covers 100%. We also proposed that if our President is out for five (5) consecutive days or more, another officer may have full release time to assume interim responsibilities.
Addendum E: Auto Reimbursements and Transit Subsidies
- We rejected the County’s proposal to require supervisor approval before employees can use personal time to travel during their workday.
Addendum H: Drug and Alcohol Policy
- We accepted the County’s last proposal for Addendum H and reached a Tentative Agreement.
Package: Articles 15 and 22 and Addendums K and L
Article 15: Job Profiles and Pay Ranges
- We rejected the County’s proposal for WOC short-term assignments and WOC long-term assignments, and we addressed Work Out of Class (WOC) in Article 22.
- We proposed that a Reclassification review begin when an employee requests such via email. Historically, the County has required employees to submit a specific reclassification request form to begin the process, but they don’t actually make that form available to us. Which, ya know, is a barrier.
- We proposed that pay increases resulting from a reclassification review provide for retroactivity up to nine (9) months prior to the date the employee first sends the email to their supervisor or HR requesting a reclassification review.
Article 22: Shift and Work Assignment
- We proposed that Work Out of Class (WOC) assignments last six (6) months or less and will be offered to current county employees prior to posting the vacancy externally.
Addendum K: Limited Duration
- We accepted much of the County’s language around Limited Duration positions, simplified below.
- Limited Duration Employee (LDE): outside hires who have not gained regular status as a County employee. LDE’s do not have layoff rights.
- Limited Duration Assignment (LDA): County employees who have gained regular status can fill a Limited Duration Assignment. LDAs have rights to return to their previous job class after completing the LDA and have layoff and bumping rights. LDAs accrue seniority as they would in their regular position.
Addendum L: On-Call & Temporary Employees
- We proposed that the County only be able to extend the length of a temporary assignment beyond 1040 hours with mutual agreement from our Union.
- We proposed a list of specific articles and addendums to be applicable to on-call and temporary employees, including holidays, sick leave, auto reimbursements, and others.
- We proposed that on-call and temporary employees who have completed 1040 hours may only be terminated for just cause.
- We proposed that on-call and temporary employees be allowed to enroll themselves and their dependents in any medical and dental plans offered to regular full-time and part-time employees of the County; on-call and temporary employees would pay the full-cost of their insurance premiums.

Virtual Listening Session

We apologize to folks who tried to attend the listening session scheduled on October 21st but weren’t able to enter the virtual meeting room; we had some technical difficulties, but we hope you’ll be able to attend the make-up session. Your questions, ideas, and feedback are important to us.
Join the Local 88 Strike Fund Committee!
At our AFSCME Local 88 General Membership (GM) meeting on April 16th, a motion was brought forward and passed for our Local to create a Strike Fund by setting aside $250,000 of our reserve funds. A Strike Fund Committee will be formed to determine:
- eligibility criteria for receiving financial support from the Strike Fund
- how and when disbursements from the Strike Fund can occur
- how the Strike Fund can be supplemented
In addition, the Strike Fund Committee will facilitate member education around strike-readiness as individuals and as a Union, with a focus on self-sustainability and fostering connections and solidarity with community allies.
